Not really clear on your point. But I’d say both share count and difficulty are indicators of work. Not sure how you define "luck" though. So can’t really comment on that. Mining pools track shares you submit that meet the difficulty to ensure you get rewards. Payments depend on the pool’s method, some pay per share, others do it differently like PPLNS.
I see why you’d say that, but comparing difficulty and luck isn’t right. Difficulty really depends on your hash rate and hardware. In GPU mining, pools can cater to different skill levels. Sure, in theory, luck averages out over time, but powerful miners can hit a solo block way faster than weak ones. Like, a strong rig might find a block in a year, while a weak one is stuck waiting like 100 years.
Mining difficulty impacts miners way more than luck does. Many miners are just out of the game now because they can't keep up. If difficulty could be lowered, older miners would be back in action. Imagine if Bitcoin’s mining difficulty was reset, CPUs could mine BTC again. But once you’re outdated, it’s game over. I mean, I chuckle at those spending tons on tiny ASIC miners thinking they can solo mine BTC. Good luck with that.
