Exactly. They can’t track all the miners. If they try, those guys will just shift their operations to friendlier countries.
It's simple to find small-time miners though. Just look at energy usage stats. If someone’s operating a machine that consumes as much as an entire neighborhood, they’ll stand out.
But isn't it true that smaller miners usually just get a share from pools? They don’t get direct rewards, just fractions.
Good point. Even if they find small miners, they can’t really enforce payments. Just fake a Russian wallet address.

Right, like they’re trying to force a cut on profits. Cheap electricity means mining is profitable in Russia, they can’t just kill that.

The usage stats are horrifying too. Only a tiny fraction of transactions happen each day. There’s no real demand for Petro.
