Is it legal to sell Bitcoin to undocumented immigrants?

Need some advice here! I got my biz registered with FinCEN but no state license. Got a bunch of undocumented folks wanting to buy Bitcoin from me. Can I sell to them? Or do I need something like a no-action letter? They have US bank accounts.
