Yeah the $119 is monthly. I asked them a bunch of times if it covers 1000kw or 20000kw, and they said no limit. But honestly, I’m leaning towards the fixed rate for 3 years. Unlimited electricity for that price? Sounds too good to be true. I’ll let you know what I find in their fine print.

That limits you to about 1584kwh a month, which is $102.96 at 0.065. Good deal for them, but not for heavy users like miners. Make sure you read the contract closely. It might only be for home use and not for running multiple miners.
