Nah, the python-secp256k1 library is just for point math. You’ll also need stuff like HMAC-SHA512, chain codes, and Base58Check. So you can’t do it with just that library.

If you’re gonna try making BIP32, start with the master key and CKDpriv. Be sure to test against the official vectors before you hit mainnet.

The OP asked and poof, gone an hour later. Wasting time here. But I whipped up a basic BIP39 mnemonic generator in Python. Not what they were looking for, but maybe they’re just confused.
