Yeah, that’s the thing. The Cobra Effect really highlights human behavior over strict measures. If you optimize for rewards without thinking about the original goals, you can easily lose sight of what truly matters. A good case in point is the planned economy of the USSR. I lived through it and saw firsthand how those targets were met, but quality was just terrible. Leadership got their bonuses based on numbers that didn’t reflect reality. The actual needs of the people? Totally ignored. It’s a textbook case of Goodhart's Law in action, for sure.
