Just grabbed a used Antminer S9 along with an APW3++ PSU. Got it plugged in, connected to my router, and it turns on like it should. But when I try accessing the admin webpage, it just won’t load. And to make matters worse, the PSU keeps shutting off, sometimes it clicks and then starts back up again... pretty frustrating.

You're probably not getting enough power. The APW3++ at 110V can only output around 1200W max, which isn't enough for the S9. You might need to plug it into a 220V circuit or get another PSU.

Adding to what the last guy said, try this: plug the APW3++ directly into the controller first. The fans should spin up and it should boot up. If you can access the web interface in a minute or two, that’s a good sign. If not, then you've got other issues going on.
You could also consider a step-up transformer to run it at 220V. But if it's just one S9, is it really worth hiring an electrician? I've heard tales of people running just one hashboard on 120V.
When looking for a transformer, steer clear of those travel converters. They’re junk, trust me. Only go for commercial or industrial-grade ones. Those can handle the power without burning out.
Transformers aren't safe man. APW3++ won't give you more than 850 watts on 120V. Plus, good transformers can be super pricey and might fry your wiring.

Honestly, I think it's easier to assume 850W since the PSU is used. My setup has both 120 and 240, and I found it can't really handle three boards on 120V. But two boards should work.
He’ll need to use the multi-option user firmware if he wants to optimize it. There’s a version that lets you run at about -2TH which puts him around 1000W. Might help if he disconnects a board.
Yeah, these used APW3++ units can be all over the place with output at 120V. I’ve seen them range from 750W to 1050W. It really depends on how stable your voltage is. Sometimes I struggle to hit even 850W with my L3+.
