Sounds like it's about any Bitcoin client, not just Bitcoin Core. Even Electrum has its own backup file. It's smart to keep a backup on a cold storage device. That way, you can sign transactions offline without needing to update anything.
With the next bitcoin core version, there's a conversion utility included if you want to use keys from an older wallet. Just a bit of added work when moving from cold storage.
