Not sure you'll find many chip designers here. It's mostly huge companies, ya know? Honestly, profit in this hobby is tough with all the competition out there. Better to check other forums where they focus on chip design.

Do you want to build an ASIC or just come up with a design? If you're a beginner, this is a big task for summer vacation. I hope you realize this.
Creating an ASIC miner? You’ll need a solid team of engineers minimum 5 people, and tons of cash. Hundreds of thousands at least. Instead, why not consider coding some mining software? Less hassle and quicker results.

I read that developing intel’s latest miner cost them over $10 million from start to prototype. Just imagine what it took back in 2011-12 for those early miners compared to now.
Butterfly Labs? They sold thousands of units before crashing. Pre-orders were like $30 million in total, but they ended up folding in 2013 after failing to pay their bills. Crazy times.
