I don’t think it’ll be that expensive to move your coins. The higher fees usually come from trading, but for transferring, it should be reasonable.

So, the article says they seized the funds but didn’t really ID the scammers. They might not be as skilled as Lazarus, but they were smart enough to evade capture for now.
