That’s a tough one. I lean towards news having a big impact. When there’s a big announcement, the market reacts pretty quickly, which often drives the price.

I’ve noticed the same thing. Often, the news seems to validate the price movement that's already in progress.

I’d argue that price action is the direct reaction to news, though. Like when a big player makes a move, the charts follow.

What works best? Buy the rumor, sell the news type of strategy? Seems like a lot of traders do that.
