Only if the majority supports it. Otherwise, if it’s minority, a split is guaranteed. Non-signaling blocks get rejected by BIP-110 clients.

That’s not totally right. There’s a difference between soft-forks and hard-forks. BIP-110 being a soft-fork means it’s not as clear-cut as you think.
