Also, when Bitcoin core 30 comes out, OP_RETURN limits will be lifted, leading to lots of data storage in blocks. This could definitely include harmful content that people will want filtered.

Exactly! Fake public keys can generate data strings that don’t even have to be valid Bitcoin outputs. You can literally encode anything in these protocols. It’s a lot more than I thought.
