Can Governments Really Control the Bitcoin Ecosystem?

Governments could take a shot at major miners, but they can't stop everyone else from mining. They’d have to invest heavily to control this, and is it even worth it if their goal is to discourage Bitcoin?

I get the point about nodes pushing back but realistically how many average users run full nodes? Pretty sure most just trust wallets or exchanges. So if govs control those big miners and exchanges, they pretty much have the upper hand.
